Water Resources
 
                
California's water resources are a source of wealth to our state when managed properly.  They create value to our real estate, provide jobs in the agricultural and fishing segments of our economy, and keep our environment clean and green. We must not allow environmental extremism to dictate our water policies. 
 
The current ruling that required the shut down of our economy and destruction of the agricultural environment across the state with Draconian water restrictions is complete nonsense. We must immediately turn the pumps back on, fill up our reservoirs, and restore prosperity to our agricultural economic sector.  The Delta Smelt can be captured and transferred to fish farms for breeding.  This will take it off the endangered species list.  The policies of our government are an abomination.

With their rights taken away the California farmers are being victimized by the Federal and State governments.
As Governor I will oppose any water policies that waste our water resources the way the Delta Smelt lawsuits have done.  If this means standing up to well funded Environmental Organizations who are trying to damage our freedoms and our economy, then so be it.  I will support requirements for Economic Impact Reports, and will not allow rulings to stop economically viable businesses for frivolous reasons.  I will oppose the use of our court system to create economically destructive policies that harm the well being of the people in this state.  Family businesses should be allowed to file claims for damages against any environmental organizations that use false claims or false science to intentionally inflict harm to these businesses or California's free market economy.
 
Finally I oppose the newly signed water bill on the grounds that it tries to solve our problems with more big government controls and excess bureaucracy.  The bond to be voted on this fall will create $11 billion more debt, dismantle hydroelectric dams, and still keeps the pumps turned off. 
 
We must utilize our current water systems to restore our economy first.  This can only be done with less government bureaucracy and more free market economics.  Why should we incur $11 billion more debt because the government has shut off the current water systems that are already built and paid for?  What happened to the $787 billion of stimulus funds for shovel ready projects?  Surely California's levies and dams and water systems were shovel ready.  Why did the Democrats in the Pelosi Congress continuously vote against water supplies for our farmers?  Something smells fishy here.
